later step with the previous step's entire output, which is what chilling a

A step of zero or less adds nothing instead of throwing. The model's floor
is zero growth, so a nonsense volume returns what went in.
Exported so anything that shows a saved starter prints the same count
pitchPlan uses. A second copy of this loop could drift and disagree.
